This article (Evolution doesn't make predictions (Talk.Origins)) is a response to a rebuttal of a creationist claim published by Talk.Origins Archive under the title Index to Creationist Claims.

A true science must make predictions. Evolution only describes what happened in the past, so it is not predictive.

This is not what the article was saying. Batten was making the case that claimed successful predictions of Evolution are actually post dictions. He is saying that rather than Evolution making successful predictions it is adapted to fit what is observed.
